EU Support Powers Ukraine’s Renewable Energy Growth

Recently in Kyiv, the European Commission announced a new support package for Ukraine to strengthen its energy system and facilitate full integration into the European energy market. This package aims to fully couple Ukraine’s electricity market with the EU by early 2027. It will also accelerate investments in renewable energy, contributing up to 1.5 gigawatts (GW) of additional generation capacity – an increase of approximately 25% in Ukraine’s total renewable energy output.

Support will be directed through the Ukraine Facility with measures including deeper integration into the EU gas sector, contingent on Ukraine significantly accelerating the necessary market reforms. Over the past 3 years, Ukraine’s civilian energy infrastructure has faced relentless Russian attacks, resulting in the destruction of half the country’s energy network.

Ensuring a fully independent energy system is crucial to protecting Ukraine from ongoing attacks and future pressure. Full integration into the EU energy market will serve as both a key security guarantee from the EU and a vital prerequisite for reconstruction, as energy security is essential to attracting investments across the country.

Building on over €2 billion of EU support provided over the past 3 years, these new measures, including the accelerated expansion of renewable energy, will further strengthen Ukraine’s energy resilience and ensure reliable access to power for its people. Support will be primarily channelled through the Ukraine Energy Support Fund, the Union Civil Protection Mechanism, humanitarian aid and proceeds from immobilised Russian assets.

The deployment of wind and solar projects across Ukraine will enhance energy security for critical services, households and businesses. Initiatives like the “Ray of Hope” project, which installs solar panels to power hospitals, will play a crucial role in sustaining essential infrastructure.
